A reassessment year is usually the one that generates the most questions, since a jump in assessed value can look like a tax increase even when the City lowers the mill rate to offset it. The two numbers move independently and both matter to the final bill.
Provincial rules, including the 80 percent residential percentage of value applied to assessed value before taxation, are set at the legislature rather than by the City of Saskatoon, so a change there would come from the province, not from a municipal reform process.
