What does exist is an appeal path open to any homeowner. If the City of Saskatoon's assessment looks out of line with comparable sales, or the property record has a factual error such as the wrong square footage, the appeal goes to the Board of Revision within the deadline printed on the assessment notice, and a successful appeal lowers the bill by lowering the assessment underneath it.
Provincial support for seniors runs through a different channel entirely. Income-tested programs such as the Saskatchewan Seniors Income Plan supplement retirement income, but they land in a bank account, not on the property tax roll, and they have no effect on what the City of Saskatoon bills for a specific address.
