What is Saskatoon's new housing appeals panel and how does it work?

Saskatoon does not have one single, newly created housing appeals panel; two separate, long-standing bodies handle appeals depending on what is being disputed. The Board of Revision hears property assessment appeals, while the Saskatoon Development Appeals Board hears disputes over development permits and zoning bylaw decisions made by the City of Saskatoon.

The Board of Revision only deals with what the City of Saskatoon says a property is worth for tax purposes, using comparable sales evidence to support or challenge that assessed value, since residential property in Saskatchewan is taxed on 80 percent of its assessed figure rather than the full amount.

The Development Appeals Board is a different process entirely, dealing with whether a specific permit, variance or zoning decision should stand, not with what a property is worth, so which one applies depends entirely on the nature of the dispute rather than on the property itself.
