What Is Holding Up the Budget?

For a Saskatoon homeowner, the budget that affects your wallet is the City of Saskatoon's own annual budget, since it sets the mill rate applied to your assessed value, and a delay there pushes your tax bill later or higher than planned. The City assesses residential property at 80 percent of value, a rule set provincially, not by council.

A municipal budget usually gets held up by the same few things: infrastructure costs coming in over estimate, a disagreement over which services get funded first, or provincial funding arriving later than the city's own budget calendar assumes. None of that changes your assessment itself, only when and how the mill rate gets applied to it.

If you think your assessment is wrong regardless of the budget timeline, the appeal path is separate: the City of Saskatoon handles the assessment, and a formal appeal goes to the Board of Revision, with its own deadline each year that does not move with the budget schedule.
