What the City of Saskatoon actually uses is a property class tied to use, residential, commercial, agricultural and so on, and each class carries its own percentage of assessed value that gets taxed, which is set by the province rather than by the city itself.
That percentage of value matters more to a seller than the class label does, because assessed value and market value are not the same thing. An assessment is a snapshot from the City of Saskatoon's own cycle, while a hand-reviewed valuation looks at the property as it stands today, including improvements an assessment notice was never updated to reflect.
