What happened to the Saskatoon cash buyer tax?

There is no Saskatoon cash buyer tax and there never has been one. Saskatchewan charges no land transfer tax on a sale, and the Saskatchewan REALTORS Association tracks no such levy in its market data, so the question is likely based on a policy that exists somewhere else and never applied here.

What likely happened is confusion with a policy from another market, since cash-buyer-specific levies are not a feature of Saskatchewan's tax system. A cash purchase here still goes through the same land titles process as a financed one, with title transferred through Information Services Corporation and the sale closing through a lawyer.

The costs that do apply to a cash buyer are the same as for anyone: legal fees of roughly $800 to $1,500, and typically a home inspection at $400 to $600 if one is ordered. A cash purchase carries no mortgage insurance at all, so that line disappears entirely.
