Should I build an ADU before selling or sell the house as it is?

Building a secondary suite, Saskatoon's equivalent of an accessory dwelling unit, before selling only pays off if the added value and rent history exceed the permit, construction and financing cost, and that math is specific to your house rather than a general rule.

A permitted secondary suite can add meaningful value because a lender and appraiser can count its legal income, but the City of Saskatoon's permitting process takes real time, and a half-finished project at listing is often worse than no project at all, since it reads as unfinished work rather than added value.

Selling as is keeps your timeline shorter and your cost certain, and a hand-reviewed valuation can still credit unfinished basement space or existing rough-ins for their potential, which some buyers will pay for directly rather than paying you to finish it first.

The deciding factor is usually your timeline: a suite is worth building if you have the months to do it properly, the numbers pencil out, and you can still budget for a $400 to $600 inspection once it is finished. Get your hand-reviewed valuation from Joel Dyck.
