The Home Buyers' Plan is a withdrawal, not free money: you take funds from your own RRSP and repay them over time, so the amount available depends entirely on what you have already saved there, not on a fixed program amount every buyer gets.
The FHSA works differently, combining a tax deduction on contributions with tax-free growth and withdrawal when used for a qualifying first home, but it also depends on how much you have contributed and how long the account has been open before you buy.
