Removing that barrier does not remove the others. A secondary suite still needs a full building permit, egress windows, proper ceiling height and fire separation before the City of Saskatoon will sign off on it, parking rule or not.
For value, that matters as much as for legality. A newly permitted secondary suite adds income a lender will count under CMHC's guideline of roughly 39 percent of gross income on housing costs, and it is exactly the kind of recent improvement an automated online estimate has no way to see, since public records lag behind a fresh building permit.
