Can I sell my Saskatoon house with an unpermitted basement suite?

You can sell it. An unpermitted secondary suite does not block a sale in Saskatoon, but it cannot be counted as legal income by a lender or appraiser, and the City of Saskatoon's building permit process is what decides whether it ever can be. Disclosure is required either way.

Getting the suite permitted after the fact is possible if it can meet code, covering egress windows, ceiling height and fire separation, but the City of Saskatoon inspects for those items regardless of when the work happened, not on some faster forgiveness track.
