The word commission in the regulator's own name causes the confusion: the Saskatchewan Real Estate Commission is the licensing body that disciplines agents and requires the fee to be agreed in writing, not a rate-setting authority, and legal fees on the same file, typically $800 to $1,500, are set by the lawyer, not the regulator either.
What a seller actually pays is set out in their listing agreement with their own brokerage and can vary by home, by market conditions and by what the brokerage includes, from photography to how the listing is marketed, so two Saskatoon sellers can reasonably see different numbers on the same street.
