Are Briarwood buildings rent stabilized?

No. Rent stabilization, in the sense of a legal ceiling tied to specific buildings, does not exist anywhere in Saskatchewan, Briarwood included; rent in the province is governed by the Residential Tenancies Act, which controls how and when a landlord can raise rent, not how high it can go.

The real protections a Briarwood tenant has are procedural rather than a price cap: a landlord must give proper written notice before an increase takes effect and follow the same process whether the building is a single house, a duplex or a larger multi-unit property. Many landlords screen ability to pay using the same rough guideline CMHC applies to mortgage borrowers, about 39 percent of gross income on housing costs, even though that guideline was built for lending, not tenancy.
